Noll leans forward. “Focus on physical effect.”

I adjust the display. “The registry response sequence begins after Helix attached the resonance reader. No chemical, particulate, or thermal release is recorded. The reader triggered a locating response from the chamber. Not the water reserve.”

Corvek says, “Triggered response is precisely the concern.”

“No,” I say. “It is the excuse.”

Salo gives me a warning look.

I accept it and continue more carefully. “The safety concern, as filed, relies on integration. The scans show separation. The only active interference came from claimant equipment. If Central Review permits an evacuation on that basis, any corporation could create a risk signal at protected infrastructure, then use the signal to remove residents.”

Noll does not react.

That worries me.

Officials who understand too quickly sometimes fear setting precedent more than injustice.

Sen speaks. “Helix did not create the registry’s unknown composition.”

“Nor did Solaris Valley expose it,” I answer. “The cylinder opened under neutral shield, after tribunal authorization, without manual force.”

Corvek spreads his hands. “Then the residents should welcome a temporary evacuation while specialists verify safety.”

Lucy finally speaks. “You keep using temporary for things you mean to make permanent.”

Noll fixes on her. “Miss Hartwell, you are recognized only as continuity panel member. Keep statements factual.”

Lucy steadies herself, then nods. “Fact. Helix prepared shelter capacity before any contamination was detected.”

Corvek smiles faintly. “Responsible planning.”

“Fact,” Lucy continues. “Your ships went to the cistern before filing a safety petition.”

“Because infrastructure concern existed.”

“Fact. You created the concern.”

Noll turns to Torren. “Can maintenance logs prove potable distribution was unaffected?”

Torren hesitates.

The hesitation does more harm than any answer.

Noll sees it. So does Corvek.

Torren swallows. “Not instantly. We can prove no pressure drop, no particulate alert, no flow reversal. But full trace through clinic tanks and school pumps takes time.”

“How much time?”

“Six hours if every sensor behaves. Twelve if the east line keeps being rude.”

Noll looks unimpressed. “Water lines do not behave rudely.”

Torren looks directly into the feed. “You have never met ours.”

No one laughs.
