Alden’s voice shakes, then steadies. “Emergency resident appointment is called under common land defense procedure.”

Sen’s composure thins. “Helix challenges authenticity of that procedure.”

I cannot stop myself from watching Lucy’s face.

She does not falter.

“Then authenticate it,” she says.

Jessa places the repaired physical ledger beneath the scanner.

The page appears on the tribunal display. Not new. Not clean. Generations of hands have written on it, crossed out names, added successors, marked deaths, births, marriages, repairs, droughts, and disputes settled without leaving anyone hungry.

At the top is a phrase.

No single hand shall speak if all hands can answer.

Salo reads it aloud.

The hall stays standing.

I feel the bond open between me and Lucy, steady and bright. Not asking for help. Sharing witness.

Alden speaks. “Nomination for emergency continuity panel.”

Lucy turns sharply. “Panel?”

Alden gives her the smallest smile. “You said you were not the only one speaking.”

Celia’s hand rises first. “Lucy Hartwell, for resident coordination.”

Nara raises hers. “Celia Marris, for burial and record custody.”

Samuel adds, “Nara Venn, for clinic and water need.”

Torren’s voice snaps from the field slate. “Torren Ashby, since apparently no one appreciates maintenance until something explodes.”

Jessa writes his name despite herself.

The schoolteacher raises her hand. “Jessa Quinn, for records and relay.”

Darin Om’s remote screen brightens. “Darin Om, for external continuity witness.”

Alden looks around the hall. “Mayor’s seat will remain procedural, not controlling.”

Lucy absorbs it all.

Just then, she looks young.

Not weak.

Young enough that the burden looks heavier than anyone should have allowed.

Then she straightens. “I accept, if the quorum confirms.”

Salo gives permission.

Alden calls the vote.
