Klauth finds me at some point. He watches her a while in the way of a man who knows what ruling looks like when it is being done properly. He says, quietly, "She's ready."
"She was ready last year," I say. "She just didn't have the evidence yet."
He makes the sound he makes when something accurate arrives at an inconvenient angle. "Point taken."
Nova, in Solaris's arms across the hall, chooses this moment to shift — just enough, the small shimmer of a two-year-old letting the dragoness show — and produces the voice she found in flight. High, wild, entirely her own.
The great hall goes still.
Every flight leader in the room. Every ancient dragon, every diplomat, every dignitary. All of them, for one moment, looking at a two-year-old hatchling who has just reminded them what she is.
Raven, at the far end of the receiving line, doesn't turn.
But the corner of her mouth moves.

Chapter 36
Raven
The Great Gathering is the largest thing I have ever stood in the middle of.
I've been to the Marzana court in formal session. I've been to the Eastern Isles and the Southern Isle and the war councils at Blackhaven with great wyrms centuries old and kings with armies behind them. I know what significant looks like from the inside. The Gathering is different in the way scale is different from importance — not weightier than the war council, only larger. The kind of event where three hundred and forty-seven flights in one place produce something you feel in the body before you understand it in the head. A constant low hum of accumulated presence. The sound of that many wings, that many languages, that many separate territorial instincts working out how to share ground.
Sovereign was built to hold this.
It holds it.
Barely.
I walk the outer grounds at dawn, before the opening. Alone except for Xero, who arrived on my left shoulder the moment I stepped out of the family suite, as she always does — the tressym's version of the morning circuit being that she comes along on mine. Keir runs security from a distance that leaves me looking solitary while I am not. The sky over Sovereign at this hour is the color of old silver, that particular mountain light before the sun clears the peaks.
The grounds are already busy.
Early risers from a dozen flights, the overnight staff from communities that came in during the small hours, several hundred dragons negotiating shared space with varying degrees of grace. Two silver drakes from the western coastal community are having what I can read from fifty feet, by posture alone, as a conversation about boundaries with a third-year from one of the far eastern island flights. Not a word of it is spoken aloud. It appears to be resolving correctly without anyone's help.
I walk through it and I take note.
This is the circuit, Gathering edition — the same motion as the morning circuit at the academy, applied to different ground and a much larger population. Mapping positions. Reading the informal alliances that have been forming since arrivals began three days ago. Noting which groups are talking to which, and what their bodies say about it while they do. I do it because it's useful and because it is the thing that settles me: the body moving while the mind works.
By the end of the dawn walk I have twelve observations filed and three early judgments about flight leaders whose stated business here doesn't match where they're actually standing.
The day hasn't started.

Nova causes a stir before the opening.
This was not the plan. The plan was for Solaris to keep her in the family suite until after the formal opening, at which point she could be introduced properly, in a setting somebody had chosen. Nova had other ideas. Nova's ideas at two years old are specific and immediate and not remotely interested in the schedule.
What happened is that she shifted.
Not in the suite, where Solaris could have managed it. In the outer courtyard, which she reached because Xero helped her — a fact I learned afterward when Xero reported it to me with the complete composure of a tressym who sees no difficulty whatsoever in having assisted a two-year-old out of supervised accommodation. Nova shifted in the outer courtyard, opened her wings to their full span, which at two years old is already remarkable, and produced the flight voice.
