Re:Concerning Developments at Rae Whitaker's Healing Center

Classification:Internal / Restricted

Esteemed Council Members,

I write to formally bring to your attention a matter of increasing concern that directly impacts the safety, discretion, and operational integrity of Frosthaven Academy.

It has come to my attention that Rea Whitaker’s Healing Center is currently housing aferal shifter, recently recovered from the Denali region and transported to the facility under emergency provisions. While I recognize the historical role that Rae has played within our community, I must express gravereservations regarding the wisdom of this decision—particularly given the Center’s proximity to Frosthaven Academy.

As you are well aware, Frosthaven serves amixed population. A significant number of our students are latent, unawakened, or otherwise intentionally shielded from full knowledge of the supernatural community. This arrangement has functioned successfully for decades due to strict adherence to containment protocols, controlled exposure, and—most importantly—distance from uncontrolled variables.

A feral shifter represents the antithesis of such control.

Even under sedation, the presence of an unregulated, potentially violent individual with compromised cognition poses an unacceptable risk. Should containment fail—or should the subject experience involuntary shifts, heightened aggression, or sensory overload—the consequences would extend far beyond the Healing Center itself.

I am particularly troubled by theprecedentthis sets. Allowing a feral shifter to remain within immediate geographic range of Frosthaven invites speculation, curiosity, and—inevitably—questions we cannot afford to answer.

To be blunt: we cannot safeguard students who do not know what they are being safeguardedfromif the danger is housed practically next door.

I therefore urge the Council to consider immediate action, including but not limited to:

Relocation of the feral shifter to a more remote, Council-sanctioned containment facility

A formal review of the Healing Center’s compliance with proximity and risk guidelines

Temporary restrictions on student movement until this situation is resolved

Frosthaven’s reputation has been built on discretion, stability, and foresight. I trust the Council shares my commitmentto preserving those standards, even when doing so requires difficult decisions.

I await your guidance on how best to proceed.

Respectfully,

Headmaster Twilson
